Where are you getting the idea there’s nothing to be added across the Ohio? Realistically, the map currently in the game depicts Bullitt, Hardin, Meade, and Jefferson counties in Kentucky. North of those, directly across the river you’d be looking at least at Clark, Floyd, and Harrison counties in Indiana.

Louisville doesn’t really just hit the Ohio and all settlement gives way to the untamed, uncivilized wilds of Indiana. Directly across the river from Louisville it just continues into Jeffersonville (~24,000 pop. In 1990) and Clarksville (~20,000 pop. In 1990), and New Albany (~38,000 pop. In 1990). would be pretty close by. If they didn’t want to add that many towns of that size in there’s all sorts of towns of varying smaller sizes in the area across the river from the Western half of the map. Most of the towns they’re currently depicting are all pretty small in the first place. Like West Point and Muldraugh would have had populations a little over 1,000 in the 90’s. Corydon or Georgetown would be pretty close to the river just north and would have a population probably around 2-3,000 at that time. Lanesville would be like right at the roughly 1,000 population mark like some of the existing towns in game.
