The complaint has yet to be heard by the courts for double jeopardy to apply. Hence, sadly, the NBI can continue with its complaint and introduce additional evidence to establish ‘probable cause’ with the prosecutor.

I think the best case scenario here is a criminal ‘Information’ will be filed with the court by the prosecutor, upon finding some probable cause, and for the court to dismiss the same or for the lawyers of the teacher to file the appropriate motion (motion to quash or demurrer to evidence, as the case may be) for double jeopardy to finally apply and to end this with finality.
