Is forest mismanagement to blame for California fires?

I'm not well informed enough on the issue to comment but I do know there has been a lot of push back from CA about how wildfires are managed in the Senate - ie they disliked the "Healthy forests initiative" because they felt it was a giveaway to loggers and they claimed it didn't help with wildfire management. Is that true? No idea. I'm sure there were experts that disagreed.

I know from my local part of CA that people are very sensitive about cutting down trees. There are debates about it and I understand it on a surface level.

I think given the state has so much money and surplus I am surprised there wasn't a better signaling system at minimum - perhaps a siren system like they have with tornados in the Midwest.
