Prison doesntreally work, rehab and continued councilling is shown to reduce reoffending and first time offending dramatically however for a pretty sizable amount of those in studies though more research is needed. The problem of course is that most will never admit to having those urges in the first place to seek help to not offend out of fear.

While people like to go on the heavy end of punishment, simply put... it does not reduce the likelyhood of a person offending or offending multiple times prior to being caught and is a retroactive way to deal with the problem.

Not to mention of course, what if the person was innocent... The person becoming more dangerous/unstable from long prison/being mutilated, etc.
