Fort Bragg Officials Have Few Answers for More Than 1,000 Soldiers Evacuating Moldy Barracks

Not really relevant to the OP, but I thought I'd share this anecdote anyway:

In 2012 I had the privilege of escorting some contractors around the Smoke Bomb Hill barracks. I was on CQ and they needed a soldier present while they serviced the maintenance requests for each room.

No matter what the issue was, the contractor would walk into the room and give the same response. "Looks like it works to me." In every instance, he'd claim it was operator error. If the AC didn't work, he'd point out that the AC control unit was set to 'Off' and write that it was working as intended. If the light wouldn't turn on he'd point to another light that did and write that it was in working order. In the span of 2 hours I watched him mark a dozen maintenance requests as complete. Around 1100 he told me he was going on lunch and would be back shortly and that was the last I saw of him.

I was a private with less than a year of TIS and that experience had a profound impact on me. I've thought of that day dozens of times over the years when I reflect on how the Army solves its problems.
