The financial stimulus is an attempt to keep cash flowing to businesses (that don't sell groceries, hopefully), not a reward. It's an attempt to stave off recession.

At least four times more money is needed to be spent into the economy to achieve that goal. We don't need to take funding away from one group in order to give it to another, as long as it is distributed to people who will spend it on stuff and services rather than saving it.

Mobilising a government-funded workforce to do caring, maintenance and delivery jobs would be the best way to distribute the money, and pointing their efforts at smoothing away the bullshit that will come from forcing people to lock themselves in their homes will be the best use of the money.

There's no way to keep teachers and children virus free. Virtually everybody in the community will catch this thing in the next eighteen months. The fear is that pulling kids out of school will result in them staying with grandma, which is a recipe for more deaths than you probably want.
