Because there is a group that does not want them. Especially if the social is high. Fuck, if social was a bit higher I would consider it too. Lots of free time, free utilities and shelter..

Not sure about ghettos, but for the second part of the question: yes. Especially in Europe, where living on social is very comparable with living off minimum wage, except one fact: you dont need to go to any work. So you have a ton of free time.

Ok...so...how are you going to fix that? You think they'll get jobs if we take away the dole? Or do you think they'll turn to crime and other illegal activities. Come on man...be logical.
There are quite a few ways to fix that. The first thing is that if you cut the welfare a lot of them will have a motivation to find any job. Now they have none, since the welfare is often very similar to the salary of a minimum wage job.
If you want other solutions: the communists (that you like so much?) used the good old shot in the back of the head, or forced labor. Believe or not, if people would have to choose between a "normal" job, or good old forced labor, they would choose the first one. Like digging ditches or cleaning streets. They will magically find better jobs.
If they are cut of free money they will get jobs. Some of them will turn to crime (which in fact is a form of a job), but if they already are living off social - when they could work, they are in fact parasites that live off the society. You are just a coward that likes being robbed, this way or another. You think that none should negotiate with terrorists and give them a ton of money for the possible lower crime (but you completely forget that those people who live off social also get kids and those kids usually end up in the same situation - in Europe there are discussions about the 2nd and 3rd generation of people who do not know work).
