Freshman has refused to dress for gym. We haven't punished in over 10 years but I'm seriously at my wits end.

We still have fifty something classrooms (high school) in portables from Katrina, even though our student body has grown by 1/3. I don't see changing rooms being a priority.

My daughter is in junior high. There are four PE classes going on in her hour, about fifty boys and fifty girls in total. They were specifically told not to use the two bathroom stalls because it slows things down.

I'm not trying to be difficult, but this is a reality in a lot of schools. Individual changing rooms are a really low priority and the school district is unlikely to move them up the list for one student.

I'm all about privacy and would love to see better accommodations in the locker rooms, but many, MANY schools literally do not have the money for that (although I suspect if they put the PTA moms on it, they could get it sorted).
