This looks like Fountain Hills. It might have been shot from the houses just north of Shea Blvd, slightly west of Palisades as there’s several there similar and the Four Peaks mountains (4 pointed mountain in the pic) would be in the correct place. If you want to Google maps the area it’s just north of the fry’s. If not that neighborhood then potentially off Vista Del Lago near the fountain park. If it’s the second one then that would be out towards the Yavapai Reservation.

Fountain Hills in general is a weird community. Everything shuts down early but it’s a fairly well off area and absolutely filled with crime. Ive heard rumors of government agencies having stuff north in the McDowell Park area. I saw odd lights a few times back when I was around that area and everyone said it was the govt testing the next gen tech.
