And second point, Discover isn't even your best choice as a non-US citizen. It doesn't have access to many ATMs outside of the US. So if your friend decides to travel to see family or whatever to their home country, good luck getting access to their funds. Probably better off going to something like Charles Schwab that offers ATM reimbursements internationally and no FTF.
