Friend's Pharmacist is Pressuring Him to Break Company Policy and the Law ; What Should He Do?

It doesn't sound like what they're asking is breaking the law, unless there's more to the law than you've written out. Does the law state anywhere that is must be the pharmacist?

Our laws have things like "must be dispensed under supervision of the pharmacist" which is quite a flexible term, but most consider to mean "the pharmacist is aware it's happening and within earshot".

Realistically, having another member of staff check if the patient has questions, seems like a better way of using the pharmacists limited time and attention. However, it does sound like they're breaking store/company policy. Are the pharmacists your friend's bosses? Or is there someone else in the chain of command?
