They made the decision to do it and would already have done if it weren't for the trade war, which screwed their plans. They ignored both senators and journalists and LATER after all that, they went back on their decision be ause of leaks and backlash. EVEN THEN, they said they had no plans of doing it on the short term only.
Stop whattabouting about other companies, we've already covered them and anyone who has knowledge on the subject knows that over the year of 2018 Google has been the worse offender.
