Sigh The fine aimed at Mark Meechan and their pug video is just a terrible case in the discussion w.r.t. hate speech bans, because of the fine wasn't on the grounds of a hate speech law, but an obscenity law. (Or more specifically, the obscenity part of the Communications Act 2003)

But to get the question you asked out of the way first:

  • Did the pug video incite violence? No.
  • Did the pug video incite discrimination? No.

As such it isn't hate speech.

Naturally this does raise a question: Should obscenity be legally banned? The answer is clearly no. While such videos as the pug video tend to attract a very undesirable audience, it's up to the content platform hosting the media to decide if they want to have that audience or not.
