Here is the thing. There is no barrier to starting a project. Nobody stands in your way. You get a box, install some tools, and code.

If you think a project should be run a certain way, then start one and run it that way.

Kick whomever you want off your forum or mailing list, reject patches from whomever you want and so on.

Don't bother other people to accept your rules and preferences in their projects.

Free software is about freedom, and that includes freedom from self-appointed HR managers. Nobody wants HR managers in a free setting.

Many projects, in fact the majority, are solo efforts.

If we study just these solo projects and find that few of those still are by women, or people who reflect visible light (thus being "of color"), well, that's not something that can be fixed by thrusting codes of conduct at non-solo projects.

Maybe not large numbers of women want to spend years coding something alone and putting it out there, while it is mostly ignored. Whatever are the reasons are underlying that, they are not going to be fixed with CoC's.
