I'm sorry, what? Literally none of that is relevant when the GPU is only using around 50% of what it can, as shown in the original pictures. The GPU usage percentage changed... and it changed a lot.

If you set a static CPU value to 4.0 GHz, it can still use 50% or 100% of the CPU, both while running at 4 GHZ, so the frequency not changing is a 100% irrelevant statement.

As stated in the OP, this is using static temperatures and static clocks.

If you set a static temp value, as stated in the OP, the temps will not change, so that is also an irrelevant metric to go off of.

The additional airflow allows for the GPU to squeeze out more usage, at the same clocks and temps, because it is no longer thermally throttling itself so much.

I promise you that I'm absolutely not retesting any of this, especially not if nothing is presented to warrant it, of which none of this reasoning is.
