You're asking me to choose between the unverified claims made by a single jilted developer who openly admits that the first two times that he used the process it was free, or the publically posted price charts from the vendor he's talking about, which I've purchased from, in combination with claiming that something is $10k, when your source says $40k, and participation in the platform is less than $3k

Microsoft has been in the platform gaming business for sixteen years. Sony charges $150 for the thing you believe this guy says Microsoft charges $40,000 for. Nintendo charges $200.

Many game developers hate Microsoft. If this was true, we'd have heard about it from more than this person and Tin Schafer so far.

It's particularly interesting that you aren't noticing that your own source got this for free twice, and wasn't charged anything until he badly abused the system and his customers, and you still think this costs everyone money all the time.
