Most cities in the US have laws on the books that make it illegal to fire a gun within the city limits, or outside of a designated place (like a gun range).

Or the law might read that you cannot fire a gun within X feet of a home, or within X feet of a public road, or within X feet of a vehicle.

I have 0 doubt that this person broke the law where they live when the gun discharged. Even if no one was hurt.

The police do not always care. Where I live they will not respond to "I heard gunfire" unless someone is reported injured or if you say "I saw someone shoot at someone else and can describe the incident because I was there". In other places the whole fucking city will go on lock down if a person is SEEN with something that isn't even a gun (like a Hi-Lift jack) strapped across the hood of a Jeep.
