Unless there's a joke I'm missing, what? Wheelchairs can only be hand-powered. If using a motor they become a mobility scooter. All "speed chairs" or competitive racing wheel chairs are built for paved, flat tracks. Even the heavy duty off-road ones are hand-powered.
I'll humour you though. I couldn't find official numbers on the Indoraptor's speed. But I could find a little data on other land animals:

Well Paralympic Wheel Chair racers cap out at 19mph/30kmh. The world record speed for a mobility scooter is 112mph/180kmh but only for a few minutes.
So no. In a wheelchair the Indoraptor would catch up to a paraolympian in ideal conditions almost immediately. If they had to chase a mobility scooter then maybe. Assuming all the rider had to do was outrun the indoraptor.
