I'm not saying that's how all SPEs think, but take a look at the SPE PAP. As an optimisation engineer, in order for a SPE to get a perfect score for production, for example, the following needs to occur:

  • every single examiner in the art unit needs to become full sig. Why? Because the work per dollar for the office is greatest for primaries, which in turn is calculated in the SPE's "firepower" to production ratio. I'm not really sure how the new production affects all this; I would need to really grind down all the nitty gritty with the new PAP.
  • zero other time. zero anything other than Prepare Examiner Action. this is universally understood.
  • SAA and 110/120/130etc, and maximise overtime. it increases the production which increases their efficiency ratio.

This is never possible with a group of employees, but it's the theoretical ceiling all SPEs strive for.

The ambitious ones will grind their employees to get closer to the theoretical max so they can use their review score to apply for other gigs.
