For weapon, just use the raid canon (star of eden). Cheap materials needed to max it out plus decent stats. But her signature weapon is real OP and is much much better than any f2p weapon. Try rolling for it, you might get lucky.

As for stigmas, either full Shigure Kira set or Scott T, M and Rasputin B.

If you're feeling like grinding, you can craft the Ana Shariac set from Bounty Mark. It is much stronger than the options above. Although, if I'm remembering it right, it will only be available until mid December. Someone correct me if I wrong.

Then again, Welt set is optimal. You only really need the T/M pieces then put any damage up stigma on B slot.
