This is not true, at least in Canada. There is a list of Health Canada approved hand sanitizers and surface sanitizers that must meet select criteria to be approved by Health Canada. These specific sanitizers that are approved by Health Canada have not been put in trials to test effectiveness (we needed a lot of product quickly, cost of trials etc.) but there is a multitude of scientific evidence that illustrates the effectiveness of hand sanitizers broadly.
