White Latin Americans rarely hookup with foreigners. See almost no evidence for it.

It's mostly the black and Amerindian women of Latin America who are. If you really like or love black women then it's probably the only place in the world to do it (without being afraid of HIV).

Thing is Amerindian women look almost the same as women in Thailand or Philippines. After all both have a common answer maybe 18,000 years ago. Yet you're generally safe in South East Asia and English usage is far higher there.

I don't think of Latin America as a serious place for (non-hooker) hookups or relationships unless you know enough Spanish and Portuguese to get by.

It also doesn't seem that easy to stay in Latin American countries longer than 180 days. So it's hard to have any sort of permanency. I think Colombia might be the only one that has a somewhat clear and accessible investor visa but comes at a price of you living in a fairly dangerous country and taxes being higher than 25% if I recall.
