The question you are obviously purposely avoiding is what level of autonomy people have here. Are these things forced on them or do they have a choice? You already mentioned people getting a license to breed once they pass a test. What exactly does that mean? Unless all of this is voluntary, then you cannot claim this is a moral or ethical system.
