Doesn't matter. Even if you give the food and water for free without any exchange that would still be illegal under the proposed. You're trying to use a loophole against the people who invent loopholes? You need to come up with something better than that.

I don't know about queuing customs in the US but in my country it is acceptable for someone to hold the queue position for you. Finding myself in a long queue I could get someone to stand in for me go run an errand and then come come back to swap places before my turn is up and no-one in the queue would complain. That would solve this issue nicely.

Another solution might be to sell potted plants like say tomatoes. The seller wouldn't be selling them as food but as plants. It is then up to the buyers what to do with the plants.
