Well you just made up a point: You claim there is a invisible barrier to promoting the best person due to (what i assume you mean) sexist beliefs, among others. Which i guess makes sense to some degree, although not confirmed iirc. My point is that by actually forcing a quota down people, you do two things. The one i said before + you provoke a backfire effect which actually leads to the opposite, where people unhappy with such a ruling choose the inferior choice out of spite, with the inferior choice in that case being a man. Its all BS. Restrictions in a space where they're not necessary always leads to worse outcomes compared to the evolutionary path. By that i mean, instead of changing the outcomes, one should instead work the root of the problem.
