Surely if these things were genuinely religiously inclined, people wouldn’t have been going around in bikinis or skimpy clothing even before the revolution?

Well 90% of them didn’t. The idea that everybody was running around Iran in bikinis is pretty much propaganda. Wealthy, Westernized Iranians living in major population centers (basically Tehran) did this. They still do this—they just travel to other countries to do it, which they have the means to do.

What you have to understand about developing countries is that outside of the cities everything is almost static. People live the way they did 100 years ago or 200 years ago with a few modern amenities thrown in. Religion in Iran didn’t show up because they wanted change from the Shah, it was always there. The Shah was just a setback.
