I feel like there may be a serious communication issue between the both of you. With that in mind, I would also say that there are times where actions speak louder than words and this is one of those instances. On the outside it's not looking good. It doesn't appear that she wants to move in with you as she's taking steps towards her own future not your future together.

If I were in your shoes, I would try to have a conversation with her but enter the discussion knowing what I want out of it.

Ie. Do you want to make things work with her? Do you want to understand why she did what she did? Do you want to break up with her?
