Giving students a failing final grade makes me so anxious

And remember that they are the ones controlling their grade, not you. You aren’t giving them anything, you are merely reporting the grade they earned.

This is a common platitude here but it's not always completely accurate. I could give final exams for my classes this semester that are so challenging nobody would pass them, and make that worth 70% of the grade. That's obviously an extreme case, but we are at least partially responsible for the students' grades in that we decide what they are tested on and how, and what the relative weights of the grades are. Now if a handful of students out of 50 are getting Fs that's almost certainly not the professor's fault but it's not completely out of our hands.
