How do you directly measure... the productivity of drafting a proposal?

How long did it take to do last time? You compare how long it takes to do it this time. Team leads (or whatever you want to call them) aren't working in a vacuum. The manager says we're writing this proposal and it needs to be submitted on this date. The manager then backs that date up for reviews, discussions, whatever, and assigns the team leads due dates.

I gave you two separate replies because each instance was different.

You are not a very good manager if you can't measure productivity or assign tasks, make a schedule, and follow a budget without being in the same room.
