Going to be honest. I know nothing about radios but I still want to get a HAM radio. Is it possible to listen to the CB by using a HAM? I would only be receiving so I don't think it is illegal.

Actually there are many amateur radios available that do include reception of the criminal band :) I have a 10 meter radio that came with a 'dongle' that plugs inside and lets you receive/transmit out of band for amateur radio. Many radios will do this because of MARS type activity that amateurs are associated with, others may be skirting the law. In the US you have a right to listen to radio, unlike some countries. If you don't repeat or sell what you hear it won't be an issue :) Most of my factory scanners have the CELL spectrum locked out.

My 220 radio now covers the UPS delivery services as it was take from the Amateur radio services for commercial use. My radio was here before the changeover, so I can talk with them if necessary to do so.

There is always an exception when an emergency arises and you must take action to save life or property. That allows out of band transmissions ONLY until the exigent situation is resolved. You also must notify the FCC about the incident. Amateur or not.

CB does cover a large spectrum, here is the FCC Personal Services List of CB frequencies. I assume the standard highway CB is what you're listening to.

If you like to listen, you might try AM radio band at night, they will also QSL you. I have a qsl card from the space shuttle that I got when they passed over and I spoke to them, via amateur radio frequencies.
