This is gonna sound insane...but is there a chance my forehead lines are from being obese? (Images included) [Skin concerns]

Based on the fact that I'm 21 and have no sun damage or skin damage, I'm guessing it's from severe internal and external dehydration.

Not necessarily. For one thing, some people just have lines there. I have friends I've known since early elementary/grade school; some have lines now that they had when we were under 10. Some had lines develop in high school, some in their early 20s. Second, sun damage isn't always obvious. UVB causes sun burn, but UVA also causes tanning as well as general sun damage and sun "aging." If you've gotten a lot of sun and little UVA protection (do note that SPF measures UVB protection but not UVA protection; that's what the PA system is for, but it's not widely used in many countries, like the US), it's possible to have sun damage at 21 that doesn't manifest as a tan or dark spots.

I know it's probably rare, and unlikely, but I'm hoping it could be weight?

Absolutely could be, but it's not a given that's what's causing yours, especially since you said they only came about a few months ago and have gotten worse recently. When I was 250lb overweight (200lb down, another 50lb to go), I definitely had "fat rolls" when I raised my eyebrows that are now gone (kinda; the skin remains, so it kind of bunches up where the fat used to be). I also had nasolabial folds that were made much worse by the amount of fat there. The "folds" are now very fine lines that are only really visible first thing in the morning.

Have you gained a lot of weight very quickly? Or lost and then re-gained (annoying thing about loss and gain is you're not guaranteed to re-gain where you lost so if you've lost, say, 20lb and then regained it, it could be in a new area!). If your weight has been stable and the lines have just now shown up, it's less likely to be the result of obesity.
