I work at the same field you're looking for (have a BS in Economics, Masters in International Relations, work in public policy/governamental relations).
The thing is, it rightly depends on how it is common to find such kind of a job where you live. Here where I live (Brazil) such kind of job vacancies happen 95% through contacts. It's near impossible to find a job through Google, if one needs to give a shot to find one on internet I would suggest LinkedIn.
Also about immigration: I consulted with an Canadian immigration lawyer recently and there is no demand to such positions in Canada, both French and Anglo provinces. He advised me to try the classical route: get a job in a multinational and try to be allocated in another country after some time.
