Maybe you could ask your neighbor to spend a few minutes with the dog. Pet it, feed it, maybe play with it in the yard and get to know it. It doesn’t know you and you’re running near its home. People jump to conclusions about dogs, but I must disagree with the comments suggesting you call animal control or file a police. These should be very last ditch efforts as such measures can result in the animal being taken or put down. Understand where the dog is coming from a bit and try to find some common ground.
