We're thinking in USSR terms here. A Liberal Democracy can resolve that issue. Here's what I explained in slack to /u/kempje and /u/mobaction:

their only fear is big government meddling

in a sense that it provides a community
and a big city will need to be run somehow, and items being need to be discussed and voted on
These needs are real, and they make sense
However, they don't come at the cost of one another
no government in civcraft can enforce things like taxes, for example
that being said, private initiatives shouldn't have red tape wrapped around them, like with Aytos
or with the FWCC's voting model
a liberal democracy gives us a democratic government where everyone's voices are heard, but the majority cannot oppress the minority
and it does this through a constitution, which outlines protection of personal property
that protection of private property gives us something important: a proliferation of private initiatives. People being able to do what the ywant without the government's OKAY at every single step. It lets the city run on its own as a collaboration between people, without needing a state to decide where to go next
this means that when @mobaction says he wants to do his own thing in this city without government meddling, he can
This also means that when @kempje wants a government that he can be involved with, he can do that as well
Both needs are met. They don't need to come at the cost of another.
We end up with a nice and responsive government that deals with things as a community when we need to, and the private sector can continue to do what it wants(edited)
Basically, you can have your carrot patch and you can have your big city
