Why Government behaves the ways it does...

So if a government had 99.999999% of the vote to assume authority for governance but because 1 out of the 1,000,000,000 people it controlled didn't agree with it, the Government didn't arise from the people? I'm gonna move ahead with the assumption you're gonna say "Yep"

Ok, so by your ideological beliefs, all Governments have assumed their power without mandate because at least one person existed which opposed that mandate.

Sure. I would like to state now that I think that's stupid. But for the sake of this conversation I'll try and remove that bias from my questions and topics of discussion from here on out.


There is a government. It is for the suggested 1MM people. It needs to operate. How would you empower this government and what authority would you grant it?
