Government departments' consultant spending increases

I've seen both sides of this coin, tbh.

I work closely with instructional designers on contracts. With a clear brief of the project and a SME on board to answer the odd question and say 'No, that's illegal, but I like the concept' once an hour, they can assemble a truly world class piece of ID work almost overnight, which could be relied on for years to come, and then cheerfully naff off to their next assignment without costing the organisation another cent.

It would have taken me the same length of time to study up on one small aspect of what they did, and maybe get a chance to tentatively (and no doubt incorrectly) apply it to the work.

I've also worked with a change manager on a contract, who would begin each and every day by loudly lamenting precisely how much money the organisation was spending to keep her there and that, armed with all her skills, experience, expertise and grand designs, the path to implementing the change was necessarily so long and painful that it was simply impossible for her to add the value she was being paid to add.
