Why Has the Government's Defence of Bill C-11 Been So Cartoonishly Misleading?

You should skim a little deeper. You can see in Section 2(1) that this bill also redefines "broadcasting" to a much broader meaning than it's prior definition:

2 (1) The definitions broadcasting, broadcasting undertaking, distribution undertaking, network and programming undertaking in subsection 2(1) of the Broadcasting Act are respectively replaced by the following:

broadcasting means any transmission of programs — regardless of whether the transmission is scheduled or on demand or whether the programs are encrypted or not — by radio waves or other means of telecommunication for reception by the public by means of broadcasting receiving apparatus, but does not include any such transmission of programs that is made solely for performance or display in a public place

YouTube, Facebook, and any other service that transmits audio-visual content for reception by the public is considered a broadcaster under the definitions of this bill.
