Manchinema can have both these things, he is simultaneously demanding the bill be paid for and demanding restrictions to make them impossible to pay for.

The point of this score is to give Manchinema a good enough reason to do what he actually wants and kill the bill. It doesnt matter what the numbers are, what inflation is at, who is mad at who. What matters is, in the public light did Manchimena have a good enough reason to not angry his constituents or donors or own stock portfolio or family members or whatever he is actually motivated by.
