It might be in the way the game spawns that random encounter.

Someone better versed in game architecture would know better but my best educated guess is that upon exiting a cell the game asks if a random encounter should happen. In this instance it decided to go with the random thief encounter and in order to save time or energy or something I don’t even know about it used actors from the previous cell. I’m sure it random rolls race, gender and voice so when you load in it’s different.

This time it chose to go with the Lucan actor and when it random rolled just happen to roll Lucan model and voice.

If I’m anywhere near with my guess that means you are super lucky. The odds must be hilarious
