the reason its a good strategy is because of how map drops work. when a map drops, it will either be a map you have already completed, or a map that is connected to the one you are doing

lets say you start off with a fresh atlas, you do all the tier 1 maps and only found half of the tier 2 maps along the way. if you dont do any of those tier 2 maps, its easier to target the ones you want. you just do the tier 1 maps that are connected to one you want. now any tier 2 map that drops will 100% be the one that is connected because you havent completed any other tier 2 maps. and you repeat this strategy all the way up the tiers.

if you just yolo run maps without any thinking, you will end up missing random maps and you wont have any easy way to farm them. you can try to run the connected maps, but your map drop pool is so big that you will get random unconnected maps all the time.
