It probably does, but the main difference is how much investment there is to get a single human being into existence, and how slowly we mature and procreate. I think nurture also plays a much bigger role in our development than it does with dogs, so that's a large variable as well.

Dogs birth litters and have a much shorter path to maturity, plus we literally breed them, while nobody is breeding us. You can select a partner, and I'm sure there are family lines or small secluded towns that could have certain traits more inherent to them, but it's a far cry compared to dog breeding.

Basically, it's probably applicable to humans in theory as well, but changes would take much much longer to come into existence, and forcibly breeding people with a goal in mind would be immoral as shit.
