Maybe, kinda? It really seems to depend on the stats;

Like a high paladin, is 'endgame' tier stats, but his squad isn't, cause they're like 10-20 stats.

The holy nation area though, is really easy to survive in too, but if you get in trouble with high paladins, they'll wreck anyone without high stats. I seen one solo a whole pack of beak things, I tried to lure him into them to die when one was chasing me, but he merc'd em all instead... he was pretty beat up after, and couldn't chase me anymore at least.

So yeah, really it's more just what the stats of things are.

I have a nest with 14 elder beak things, cause I guess if you don't clear em out they continuously grow if you stay around, I'd definitely consider that end-tier too ha, I'm afraid to even get close to that nest :D
