Depends what feats you take. If you say he takes a minute to completely destroy a punching bag, no matter the weapon, then he’s lowest tier. If you look at who he’s fought, his skills and equipment, he’s top tier. Imagine Gun with his body and martial arts, but with Goo’s weapon skills, proper armour, proper weapons and even just straight up magic. That’s before we get to his weapons that shoot lasers, attach bombs to people with a touch he heal himself when he hits. He can fight countless enemies without rest, is used to battling every single fighting style while using every single fighting style, has access to any weapon he needs for each fight and can summon meteors if he feels like it. I’d personally say he’s as strong as they get, but I can see why he might not rank that high.
