Well, I'd say it's definitely in the realm of possibilities. Doesn't mean it was right. All I am saying is that going to law enforcement is probably the right thing to do. You were questioning why the Bishop even needs to know. I stated why it could be useful for the Bishop to know, as a spiritual adviser and counselor, it makes sense.

If someone goes to the Bishop before going to the police, then the Bishop should report it. It doesn't matter which is done first though as the Bishop should report it. It's in their guidelines to do so. It doesn't mean they should be kept out of the loop, imo. The Bishop isn't only responsible for things that happen on church grounds. He has a stewardship to assist and advise and preach to and counsel and lead the members of his ward in all aspects of life.
