Is this guys spray legit?

I don't do this, because the people who are able to tend to have very high end rigs. We're talking 2x 1080ti in SLI on the low end and maybe 2-3x 2080/3080 in SLI on the high end. They tend to pay $100-200 for just the mouse pad, and can easily spend a few hundred on the mouse. There are cheaper options, but they tend to die quickly, frequently developing problems like double click. These people tend to have mice that support 10,000-15,000 dpi. They prefer corded to wireless, because they can learn to compensate the drag and the latency (time it takes for the computer to receive the input) is a fraction of a second faster.

You have to keep in mind that they also have to factor in in-game sensitivity. They tend to use low DPI profiles for roaming (so they can easily move around), then switch with a button to the very high dpi profile for shooting when aimed in. This gives them greater control over the spray, although it still takes a lot of practice to get the muscle memory. The most fanatical sprayers find clever ways to get the spray pattern on their mouse pad so they can easily just follow it at the right DPI. I, personally, think that's going too far, but you meet all types of players when running a zerg and those players are definitely out there.
