The reason why Jagex doesn't restore items is because people will abuse it. They'll just pretend to get hacked, restore it, then get their items back from their "hacker" and bam, your items are doubled. This will cause a massive hyper inflation of both items and money, ruining the economy.

And no, they can't remove the money from the hacker, as he might have bought items with it. Then if Jagex removes those items they will go up in value (lesser supply in the economy) while there is an money inflation.
