The sad truth about anything that is related with cheating and hack regardless of what it is happens ever since ranking events started (even in damage ones were the position didn't matter) and bandai has done almost nothing about it. They kick a few(not all that cheat) and then in the next event they play normally e.t.c In my 20+ years of gaming i have seen only 1 guy who went ahead and admitted to cheat so they will never accept they do it but it's very clear that a lot more than bullet guy are cheating with different ways. Bandai is the one who is at fault who doesn't completely ban them once and for all instead of a mere kick out which honestly doesn't matter they may miss 1-2 legends at most or even none and just to do their ''pride''.
