Your case is marginal and no federal government will put the interests of marginal cases before those of the majorities. That's just how democracies work.

If you worked in those places filled with miseries then you'd know the way to make a change in those people's lives is by acting locally first. From making a little girl laugh, to implementing a local cleaning system to sanitize the streets. All the actions you'll be taking to have a direct impact in people's lives will be taken at a local level. You'd know that.

So yes, you're taking all these things for granted if you think some guy in a white house has a bigger impact in people's lives than the local governments.
