Hard time getting interviews for civil/structural jobs.

Hey - I was in a similar situation to you when I graduated from college. I went to Iowa State, but was from Connecticut and wanted to move back. From my experience, the main issue is distance. Very few companies are willing to pay the travel expenses for interviewing entry-level candidates. Most companies prefer local candidates and even say that in the job postings. My advice would be to use your family's MA address when applying to jobs in MA, assuming you are willing to pay travel expenses yourself.

Continue applying to as many jobs as possible, but don't restrict yourself to the Boston area alone. There are plenty of other metro areas around MA that are great (and cheaper) places to live.

Good luck!
