It's a lot harder to get a decent SAT score when you have to stay home to take care of siblings, or not have both parents at home. They dont just accept just any poc kid to fill the slot, they consider the persons actual background, the exams are a reflection of how well you studied not just how smart you are. Public universities like UMich actually offer full tuition for first generation poor white students as well as for any student in michigan who have a family income of less than 60k and for the ones over that there are still a lot of scholarships for them too. Think of this way, if you want to fix the problems from the community they come from then it's a really good idea to try and get someone who grew up in it who has the potential to be Harvard level.
